Members - delegates of SAE are the appointed representatives of the organizations of the omogenia. The organizations are selected and reviewed by the Deputy Minister of Foreign Affairs, the General Secretary of Greeks Abroad in cooperation with the SAE Board.
Based on a geographical proportional distribution the members are invited to participate every two years in Thessaloniki at the World (General) Convention of SAE, that is organized according to the relevant present Presidential Decree by the Ministry of Foreign Affairs and the General Secretariat of Greeks Abroad in cooperation with the Board of SAE.

The general coordination and operation of SAE on a world level is the responsibility of the 11-member Board of SAE. The Board is the only entity of SAE after the General Assembly (World Convention) that has the right to make decisions. All members of the Board are elected by the World Convention of SAE every two years.
The members-delegates that participate in the Convention elect the following positions:
President
Alternate President
Treasurer
Three Secretaries
The members of each Region (four regions in total presently) elect the Regional Coordinator that participates on the Board as a Vice-President.
The members-representatives of Cyprus elect a Vice-President for Cyprus Issues

SAE is divided in four Regions:
N. & S. America
Europe
Oceania
Asia-Africa
The members of each region are invited to meet in Regional Conventions every two years in between the World Conventions.
Each Region has a Coordinating Council the members of which are elected by the members of the region. The Regional Coordinator is responsible for coordination of the Coordinating Council and holds the position of Vice-President on the Board.
The Coordinating Council submits proposals to the Board and is responsible for overseeing and coordinating the implementation of the decisions of the Board in each Region. However, the structure and operation of the Regional Coordinating Councils are not well defined thus resulting in significant differences among the ways that they operate at present.
The goal of the members of the Coordinating Council is to communicate with the member-organizations of their areas and convey their issues to the Coordinating Council of their Region and through their Coordinator - SAE Vice-President, to the Board.

Five thematic Networks were established in 1999 in order to pursue the organizations goal to attract and recruit as many as possible Hellenes, which for whatever reason don't wish or cannot participate through the organized Omogeneia.
The Networks main focus point is the common interest or characteristic of its members; thus they pursue to attract and recruit Hellenes and to motivate them to become members of SAE as individuals and not necessarily as representatives of organizations and agencies.

Business Network
Network Members - Coordinators - Network Coordinating Committees
Initially the members invited to form the Networks were individuals selected by the Greek Government and mainly by the Deputy Minister of Greeks Abroad. The members of each Network elect a Coordinating Committee for each Network and a respective Coordinator.
The Network Coordinators are invited by the President to participate in the regular meetings of the Board. The members of the Networks in each Region are invited by the respective SAE Vice-President/Regional Coordinator to participate in the meetings of the Regional Coordinating Councils.
The Coordinating Committees of each Network consist of 11 members and represent proportionally the four regions of SAE. These members have the responsibility of communicating with the individuals that have a common characteristic or interest with that of their Network to promote SAE, to motivate them to participate and to persuade them to take an active role in their local communities. They also convey the views and attitudes they acquire, to their Coordinating Committee and the Coordinator respectively passes them on to the Board.
The Board has decided that ideas, issues and proposals are submitted by the Coordinating Committee of the Network to the Board for approval. Approved proposals are thereafter to be implemented within the framework and operation of each region with the cooperation and the responsibility of the respective Regional Coordinator and the members of the Regional Coordinating Council in close cooperation with the members of the Network in their Region.

As a result of the ongoing communication with all SAE Delegates - Members and the various requests submitted to the organization, ideas and proposals for projects and programs originate. The members of the Regional and Network Coordinating Councils and Committees present these to the Board members and Network Coordinators. The Coordinators in turn are responsible of bringing them to the Board for approval and further processing, ensuring of required funding, and implementation either with the cooperation of the government or with other agencies and organizations of the public and private sector.
The programs are categorized accordingly to World or Regional level projects including projects proposed by the Networks.
The President along with assigned Board members has the responsibility of coordinating and pursuing all actions required for the implementation of approved projects to the Government through the Deputy Minister of Foreign Affairs and the General Secretary of Greeks Abroad. Furthermore the President is responsible of coordinating the fundraising efforts towards other agencies of the public and private sector and may assign Board members and/or Special Committees to assist him in these efforts.
The Deputy Minister of Foreign Affairs and the General Secretary of Greeks Abroad carry the responsibility to convey SAE's proposals and matters to the relevant Government constituencies (Ministries, Secretariats, etc) to receive relevant responses and implementation and update the President and the Board accordingly.

One of the most significant advantages as well as challenges that SAE has to face is the existence of a wide base of the organized Omogeneia.
The fact the Omogeneia all over the world has been organized in very effective ways gives SAE a great advantage. The long list of achievements that the organizations, communities, Federations, Heritage Foundations, the Archdioceses, etc., have to present is the result of many years of persistence and hard work of all Hellenes Abroad has contributed significantly to promote Greece and Hellenism.
SAE's greatest challenge and main goal is to cooperate, support and unite the Omogeneia on a global level. To allow Hellenism to gain even more power, to design strategies with the organized Omogeneia, to approach the Hellenic Youth, to promote Hellenic Culture and Values, education programs for the Greek Language, to become the main forum of world networking and communication of all Hellenes around the world.
Thus to promote projects such as: the promotion of National Issues, Business Networking among Hellenic Businesses around the world and Greece, promote exchanges and affiliation programs for Professors, Students, Schools, and Institutions, organize Greek Language courses through video-tele-conferencing (telematic courses), and more.
The newly reconstructed SAE Website is the first step towards this direction and it is important to be used systematically by the Omogeneia for it's own promotion and further development.
